How Mojtaba Khamenei Used Tax Loopholes To Purchase Luxury Properties In Europe -Report

According to a report by The Jerusalem Post on Thursday, April 23, 2026, an investigative report has alleged that Iran’s Supreme Leader, Mojtaba Khamenei, built a network of high-value real estate holdings across Europe by leveraging legal loopholes and indirect ownership structures.

The investigation, carried out by Shomrim in collaboration with the International Consortium of Investigative Journalists, was published on Thursday and outlines how luxury properties particularly in London were acquired through complex financial arrangements designed to obscure direct ownership.

According to the findings, a loan estimated at £36 million was extended in 2013 to facilitate the acquisition of premium real estate. The funds were reportedly routed through a company registered in the Isle of Man, a jurisdiction often associated with offshore financial activity due to its tax advantages. At the time of the transaction, there were no sanctions in place against the entities or individuals involved.

The report further claims that Khamenei’s global financial footprint now spans assets worth at least $3 billion, distributed across the United Kingdom, the United Arab Emirates, and other European jurisdictions, in addition to holdings within Iran. Notably, none of these assets are formally registered in his name, raising questions about transparency and accountability.

Central to the alleged network is Ali Ansari, identified in the investigation as a key intermediary responsible for managing property acquisitions and investment activities on Khamenei’s behalf. Ansari is said to have acted as a proxy owner, enabling transactions that kept the Supreme Leader’s name off official documentation.

However, Ansari’s business activities have come under increasing scrutiny. British authorities imposed sanctions on him last October, including the freezing of his assets. The move followed broader concerns about financial links between European-based entities and individuals associated with the Iranian government.
