Iran: “They Are Laying Sea Mines Without Records, We Don’t Know What Is Out There”-Kellogg

According to a report by Fox News, on Thursday April 16, 2026, Military analysts are raising alarms over the increasing lack of transparency regarding naval mine placement in contested waters, warning that the failure to track these explosives creates a long-term invisible danger for both military and civilian vessels.

The concerns highlight a stark contrast between standard land-based protocols and the chaotic nature of maritime warfare.

While land mines are subject to strict mapping requirements under international military doctrine, the vastness of the ocean often allows for much more clandestine and reckless operations.

Retired Lieutenant General Keith Kellogg, former special envoy to Ukraine, recently emphasized the gravity of this tactical negligence.

“In the army when you lay a mine field, you have to record that mine field,” Kellogg stated, highlighting the rigorous accountability found in ground operations. “When you do it in the sea, we don’t know what’s out there.”
