According to the report from the Punch, a Senior Advocate of Nigeria, Dr Paul Ananaba advocated for constitutional amendments to facilitate restructuring, emphasizing that changes should be made to specific sections addressing federating units.
Acknowledging that the current system is ineffective, he provided examples of redundant positions and governance structures in geo-political zones, such as multiple governors and commissioners within a single region.
He argued that streamlining these roles and reducing the number of governors could lead to significant cost savings, ultimately making the case for restructuring as a means to improve efficiency and reduce unnecessary spending.
He said, “Restructuring must affect the constitution because it will affect section 9 and it won’t affect section 3. Those are the federating units in the constitution. I agree that the constitution should be amended. I agree that we should change it. This system is not working, and everybody knows it.
Why should each region of the geo-political zone; the South-East, for instance, have five governors and five Commissioners of Education when there are Permanent Secretaries there? Why should the South-West have six governors when one governor is okay? You save a lot of money.”….Seē _ Morē
